PROJEKT OBNOVE INFRASTRUKTURE LUKE SPLIT

     

    a) Proširenje i obnova putničkih vezova na vanjskoj strani lukobrana Gradske luke Split

Danas kroz luku Split godišnje prođe oko 4,5 mil. putnika, te 650 tisuća automobila. Domaći kao i međunarodni promet u luci kontinuirano kroz godine bilježi porast, te
ima i daljnju tendenciju rasta. Iz navedenih razloga, pojavljuje se nedostatak infra i suprastrukturnih objekata za redovno servisiranje prometa u Gradskoj luci Split. Kako bi se udovoljilo ovim zahtjevima i potrebama razvoja lučkih kapaciteta, a posebice s aspekta poboljšanja sigurnosti protoka putnika i vozila, te povećanja sigurnosti prometa u luci Lučka uprava Split pokrenula je Projekt obnove infrastrukture luke Split. Samo proširenje i obnova putničkih vezova na vanjskoj strani lukobrana u direktnoj je funkciji povećanja propusne moći Gradske luke Split, kako za kopneni tako i pomorski promet. Izgradnja vezova na vanjskoj strani lukobrana u gradskoj luci Split započela je u mjesecu lipnju 2014.godine.

Izvođač radova je zajednica ponuditelja“ Pomgrad inženjering“ d.o.o., Split i „Viadukt“ d.d., Zagreb.

Rok dovršetka radova predviđen je do sredine 2016.godine.

Ukupna vrijednost investicije iznosi 23.347.366,98 Eura.

Projektom je predviđena izgradnja dvaju vezova za prihvat brodova u domaćem i međunarodnom prometu putnika i vozila kao i prihvat brodova na kružnim putovanjima.

Sami radovi na izgradnji su podijeljeni u dvije faze, time da bi I faza radova bila dovršena do siječnja mjeseca 2016.godine  a II faza zaključno sa mjesecom srpnjem 2016.godine.

Završetkom radova, dobit će se veća operativna lučka površina što omogućava bolji protok putnika i vozila, bolju sigurnost prometa u luci te pružanje kvalitetnijih lučkih usluga.
Projekt obnove infrastrukture luke Split kao i izgradnja putničkih vezova, je i dio investicijske strategije Vlade RH kao potpora jačanju prometne infrastrukture i turističke mreže u Hrvatskoj, a samim time i grada Splita. Važnost efikasne lokalne prometne infrastrukture je prepoznata kao jedan od ključnih faktora osiguranja kvalitete usluga i širenja turističke ponude u Hrvatskoj van već poznatih turističkih destinacija.

       b) EcoPort

Obzirom na izgradnju novih građevina u luci Split, te s obzirom na suvremene zahtjeve za primjenom standarda politike zaštite okoliša, te na specifičnosti područja kojim upravlja Lučka uprava Split i to u dijelu:  lokacije na kojima se nalazi luka (šest potpuno odvojenih lokacija –bazena, od kojih je jedan smješten u samoj staroj gradskoj jezgri), stanja okoliša  i specifičnosti administrativnih ovlasti (sustav koncesija, veliki broj koncesionara i zainteresiranih javnih tijela),  javila se potreba za formaliziranjem i standardizacijom upravljanja zaštitom okoliša u luci Split po načelima EcoPort-a (ESPO) .

Sustav upravljanja zaštitom okoliša po načelima ESPO (EcoPort EMS) uključuje, klasični sustav upravljanja kvalitetom i upravljanje zaštitom okoliša,  tradicionalni sustav akcijskih planova zaštite okoliša – planova za očuvanje okoliša  i razradu upravljačkih dokumenata institucije, te je okrenut svim partnerima, posebno društvenoj zajednici i komunikaciji s zajednicom. EcoPort predstavlja usku međupovezanost razvoja, zaštite okoliša i upravljačkog sustava temeljenog na načelima održivog razvitka. EcoPort se gradi kao proces koji omogućava svim partnerima konstantno i aktivno sudjelovanje, te davanje vlastitog udjela odgovornosti u rješavanju ili sprječavanju problema , te omogućuje utjecanje, kontroliranje i nadzor svih postupaka u tom procesu. Uključenje svih partnera/dionika u proces donošenja odluka trebao bi omogućiti slobodan tijek informacija, uzevši u obzir pojedinačne potrebe, afirmaciju partnerstva i podizanje svijesti.


PORT OF SPLIT INFRASTRUCTURE REHABILITATION PROJECT

     

    a) Extension and rehabilitation of the passenger wharves on the outer side of the breakwater in the City Port of Split

Nowadays annual traffic through the Port of Split reaches the number of ca. 4,5 mil. passengers and 650 thousands of vehicles. National and international traffic in the port have been continuously increasing, showing further growing tendency. Consequently it leads to the shortage of port facilities – infrastructure and superstructure, required to ensure regular servicing of traffic in city port of Split. In order to satisfy these requests and needs for port capacities development, and particularly aiming at improving the safety of flow of passengers and vehicles, and increasing the security of traffic in the port, Port Authority Split has launched the Port of Split Infrastructure Rehabilitation Project. The extension and rehabilitation of passenger berths at the outer side of the breakwater is directly aimed at increasing the propulsion features of Split city port, for land and for maritime traffic alike. The construction of wharves on the outer side of the breakwater in the city port of Split started in June 2014.
The Contractor is Joint venture “Pomgrad inženjering“ d.o.o. Split and „Viadukt“ d.d. Zagreb.
Completion date is scheduled until the middle of 2016.
Total value of the investment amounts to 23.347.366,98 Euro.
The Project provides for the construction of two wharves for berthing of ships in national and international traffic of passengers and vehicles, and berthing of cruise vessels.
The construction works are divided in two phases: I phase of the works should be completed until January 2016, and II phase until the end of July 2016.
The completion of the works shall provide for larger operative area thus enabling better flow of passengers and vehicles, higher safety of traffic in the port and higher quality of port services.

The Port of Split infrastructure rehabilitation project and the construction of passenger wharves is also the part of the investment strategy of the Croatian Government, aimed at providing support to the strengthening of traffic infrastructure and tourist network in Croatia, and therefore strengthening of the City of Split itself. The importance of efficient local traffic infrastructure is recognised as one of key elements in ensuring the quality of service and extension of tourist offer in Croatia beyond already famous tourist destinations.

       b) EcoPort

Considering the construction of new infrastructure in the Port of Split, and according to contemporary requests to implement the environmental protection policy standards, and peculiarities of the area managed by Port Authority Split, particularly due to: location of the port (six fully separated locations – basins, one of them situated practically in the old city core), environmental conditions, and peculiarities of administrative powers and competences (system of concessions, large number of concessionaires and public stakeholders), the need has arisen to formalise and standardise the environmental management in the Port of Split, applying EcoPort (ESPO) principles.
Environmental management system according to ESPO (EcoPort EMS) principles includes classical system of quality management and environmental protection management, traditional system of environmental protection action plans – plans for environmental preservation and development of institutional management documents; it is oriented to all the partners, particularly to social community and communication with the community. EcoPort in fact develops close interconnection among development, environmental protection and management system based on sustainable development principles. EcoPort is developed as the process which enables all the partners continuous and active participation, allowing them to give their own contribution of responsibility in resolving or preventing the problem, and enables the impact, control and supervision of all the procedures within the process. Involvement of all partners/stakeholders in decision making process should enable free flow of information, taking in consideration individual needs, affirmation of partnership and awareness rising.
